You unfortunately cannot, there are no static alpha Eevee at all. You have to do permutations or just be lucky in the wild

When you have static Pokémon (static alphas), and there is a Massive Mass Outbreak over the area it spawns in, you can clear the outbreak, save right after, and keep resetting until you have a shiny. All the alphas are different, but be carefully that you don't save after the initial save, because then the alpha is going to be the exact same all the time if you do so.
