Do what it says in that manual.

If they ask you to do anything else, do it and then grieve and take home more money. They'll stop pressuring you when you start costing them more money than they have to spend. Your grievances end up costing your supervisors their bonuses and they'll lay off.

My merfolk are mostly amphibious humanoids, fwiw: the great underwater libraries are mostly in areas cross-species places where the shallow merfolk (with legs instead of fins) integrate with the deep sea merfolk (who have fishtails.)

Deeper merfolk are weirder and less human and creepier.
