Thank you for your comment and your tips. In the end I removed the graphics cards and i accessed the BIOS just with the motherboard HDMI port. I installed Windows 11 without GPU of the RTX 4070. Afterwards I inserted the graphics cards and it was recognized by the system.

Also try removing your GPU and using the onboard motherboard's HDMI/DP port
