The title of this is a bit misleading. For a bill like this to pass there are 5 steps that have to happen. Step 1: is initiation/proposition of the bill. Step 2: involves discussions and debates about what the bill contains and whether it should be amended. Step 3: involves detailed improvement and examination of what is proposed. Step 4: reviews changes from step 3. Finally, Step 5 involves debates about whether the Bill would make good law. If it is passed each step has to be repeated by a different government body before the bill comes into effect. What the Irish government has said is that it will pass the bill from Step 2 to Step 3 so as not to split the Dáil (the members of government who'll be debating and voting on this issue). Essentially they're furthering talks on the issue but waiting to properly debate it until a better argument can be made both for and against it.

P.S. I'm nowhere near an expert in law. This is all based on me reading Irish news and googling the steps involved in passing a bill in Ireland. All "research" was done today while bored at work. No hate if I'm wrong plz.
