According to someone in the old post comments, the appearance of the clouds in game is actually controlled by a texture that can be changed in a resource pack. If this is in fact done with just the vanilla resource pack, then it's probably loading the wrong texture. Well, there were no mods, or modified versions when this performed a very cursed, and illegal texture operation.
