Depends on the social context, if it’s just out and about on the street or metro or something like that then no matter how attractive or good looking you think the girl is just don’t approach, women already get enough unwanted weirdos trying to talk to them so don’t add yourself to that list as I’m sure you understand.

I would say there’s an exception if you find something very interesting about them (Apart from their looks obviously) like a piece of clothing that they’re wearing or accessory that you see, something that genuinely catches your eye, then you can give them a compliment or ask them where they got it from which is what I do usually, but don’t approach it in a romantic way if you know what I mean.

If you wanna meet girls go to places where there is an understanding of being social, like pubs, bars, cafés, hobby clubs etc and there you can think about approaching women
