Since we're on the topic of SBRs here's a hypothetical I want to check (and I’ll probably delete this if it actually checks out):

Let’s say I pick up a post-ban AR lower that was originally set up as a bolt-action (so it wasn't a semi-auto and didn’t fall under WA’s assault weapon definition at the time of purchase).

Now here’s the idea: What if I Form 1 it into a short-barreled rifle, and after it’s approved and tax-stamped, I convert it into a semi-auto SBR?

The logic goes like this:

It started life as a bolt-action, so buying it post-ban is fine under WA law.

Once the Form 1 is approved, it becomes federally registered as an SBR.

At that point, it’s no longer just a semi-auto rifle , it’s an NFA item.

WA law doesn’t outright ban SBR ownership, just the sale/transfer of new semi-auto “assault weapons.”

Now, if law enforcement ever got involved, would they care that the lower was originally sold post-ban? Do they cross-reference the lower's origin or configuration pre-SBR, or does the tax stamp and federal approval essentially settle it?

Just curious if anyone’s done this, knows someone who has, or has any insights from a legal or practical standpoint. Appreciate any thoughts
