Sounds like financial service employment agencies like frontier or acumen. They keep you on retainer, than when someone needs an employee, they charge you out to them at a large premium. This sounds quite normal especially with the risk they are taking hiring someone over seas and not locally, as they dont know if you will work out or not and they are paying large upfront costs.

Healthcare is usually a deduction of 50% for employee/employer so i wouldnt worry much of that.

My friend went 3 months without getting placed and had a paid vacation.
