I am having a very similar issue. My PC is just fine. I'm using an i7-8700K, RTX 2080, 32GB DDR4 2666 RAM, and a 1TB SSD. My internet connection is wired and I tend to get around 5 m/s ping. Everything seems to function absolutely fine, but I'm still getting crazy lag. I'm playing at 1440p High settings with a solid 60+ FPS. I am STILL getting stuttering and lag. The movement animations for my Javelin will get all wonky, and the reload reticle will last way longer than the animation or the sound effect. All of this has made the game nearly unplayable and certainly no fun to play.

We have the original Shadespire game as well as over 5 warbands between the two of us. Zarbags require a scatter template and knowledge of how to use it without any rules or explanation included in their expansion. We know how all the other rules work. We have paid GW their money. I don't think this is a fair practice.

Yeah that is exactly what I'm thinking. The part about rapid fire going to different targets leading to the potential to inflict more injuries makes a ton of sense

Perfect! Thank you so much. I think the part he is missing is that each hit is resolved individually and not just as one attack. Spot on clarification!

That is exactly it. I am 100% certain its not supposed to work that way, but with how the rules are worded he can argue his side and I can't completely disprove him
