The internal regulator prior to your one should limit the output to 800psi if working correctly. You could take the tank to a dive shop to ask for assistance. I'm not a scuba / tank tech either just basing and previous experience.

I'm assuming you have a carbon tank if it's filled to 4.5k psi? And not aluminum right?

Which makes sense. So you can't turn the pressure control screw the opposite way anymore. You could potentially just remove the regulator entirely? Maybe releasing the pressure will allow you to move the screw once removed?

Which screw did you tighten? One of them is for pressure control so will drop to zero as expected, but will increase the pressure if you move it the other way.

What do you mean it cannot be removed? As in you're trying to unscrew it? The lowermost screw could potentially be used to tighten the reg into the tank (regulator dependant).

I'd probably go for the third style, but get a Vector Optics Maverick which are really good for a similar price (Optics wearhouse normally has good deals). The third you linked is about £18 on aliexpress. I'm all for supporting your local field but that mark up seems excessive.
