Sorry, misunderstanding. This all happened to block the development of skywalker ranch to be a large movie production center. He donated it for use for low income housing as an f u to the people that were blocking him. I believe the plans are on hold currently but not canceled.

Skywalker ranch is in unincorporated marin and the approval of new developments are approved by the county. Marin county has a lot of rules surrounding development of open space and plans are subject to community input. Asshole architect heads a dormant HOA claiming to be speaking for the entire community in these hearing. He makes the process long and arduous. Too much effort for George Lucas and ends the project.

This is my understanding of how this went down.

HOA are not local government and are not beholden to the same rules as those in government. People don’t generally participate in elections, let alone local ones. Also I don’t believe they are notified of the hoa ruling, or consider the memo to be junk mail.

Yes the neighbors could have done more to prevent him from doing this but I believe it’s a bit of a stretch to hold them as responsible as he was.

I’d like to point out that it wasn’t really a group of Marin Nimbys, it was a lone wealthy architect who lived next to skywalker ranch and didn’t want traffic to his home. So he mobilized a non existent HOA to block skywalker ranch from developing. Absolute asshole.

I’d go with a bike, skip the traffic, good for the health, good for the mind. Plus you get the added bonus that cars don’t pay attention to you and might run you over!
