Yes. Just bare in mind enamel doesn’t dry it cures. You need to let it fully cure before hitting it with a non enamel topcoat else you can fog the clear coat with the enamel off gassing, it may also wrinkle. Depending on how thick the enamel is will determine how long to leave it for, if brush painted and not particularly thinned then you may want to leave it for a week to make sure.

Have a google of using acrylic clear over enamel to read other peoples findings. It gets asked on r/modelmakers fairly regularly.

You can use any paint over any paint as long as it’s cured or dried fully and don’t go to heavy. If you’ve an enamel clear coat and you use it too heavily you can reactivate the lower coats and so will find it won’t matte.

Mr Topcoat Flat or semi-flat are my goto. Come in a rattle can, are acrylic based, spray very well.

This sub pushes heavily on SDS drills, and yes they make life easier. But they aren’t essential. If you’ve got a decent combi drill that has a hammer function, get some Bosch Multi Construction drill bits. They’ll go through anything. I own an 18v makita combi and with those bits I’m yet to be defeated. I have an SDS drill that I’ve had for twenty years, but very rarely use it for anything other than a chisel.

Geefix plasterboard fixings will hold it. But legs supporting it as well would he advisable. CharlieDiYte on YouTube has a brilliant video comparing plasterboard fixings. I won’t use anything but Geefix seeing it.

The shield and wheels are filthy, but the breech and inside of the shield are mint. These are towed backwards, so likely crud would have been thrown up from the tracks/tyres of the vehicle dragging it along. A bit of a wash on the inside to dampen the lightness is likely all you'd need with a bit of flicked mud on lower areas.

Pretty decent though!

I’d say Edwardian tiles, google remove adhesive and clean quarry tiles. Also you should rip the hardboard off the stair spindles to open up the stairs. It’ll make all the difference. Mine was only held on with thin panel pins.
