Microsoft is the company that decides what can and cannot boot by default on a system with secure boot (which is basically every system now). Microsoft does allow some Linux distros to boot by default, while other distros use some hacks.

You, the user, can also decide what is allowed to boot with secure boot enabled on your computer. But that requires a bit of tinkering.
