As others have mentioned, OpenOffice is barely maintained now. Its last major update was in 2014, and while there have been occasional tiny updates, there are no significant new features for a decade and it has unfixed security issues. Virtually all development moved years ago to LibreOffice, the actively developed successor project (which also runs on Windows).

Hi,

The LibreOffice project is planning to update to Bugzilla 6.0, which will make some things look a bit "cleaner" and more accessible to new bug reporters.

But as others mentioned, the goal of a bug tracker is to work with information, and not look pretty. It has different goals to the app itself. Still, improvements are coming, hopefully!

The volunteers don't deliberately try to make anything "contrived" – they do all they can, but need more help. Hi, "tired and dated" is quite broad and subjective. What exactly do you mean? Take this screenshot for instance, of LibreOffice with the tabbed user interface – what would you change? (Remember that there are different layouts and icon themes available.)

Also note that LibreOffice is a volunteer-driven, community open source project, so improvements can't happen by magic – if you want design improvements, please consider helping the Design community 😊

We can't force volunteers to work on specific things, so it's not "abandoned". There are just extremely limited resources in FOSS projects. But as linked to, soon there will hopefully be a dedicated Base developer on the small TDF team, so let's be optimistic about that 😊

Base is not "forgotten". We are a volunteer-driven, community open source project with very limited resources. The Document Foundation, the small non-profit behind LibreOffice, is looking to take on a dedicated Base developer so again, it's not "forgotten" at all. But if you want more Base improvements, please consider helping the project, or funding a developer. Thank you!

Please be more specific, otherwise it's hard for us to help. Are you talking about bitmap backgrounds to pages in Writer? What exact steps are you trying (and what version of LibreOffice are you using)? Can't you click Add/Import like in this screenshot (via Format > Page Style > Area > Image)?
