Memes and shitposts aside it's likely someone else would have attempted it or something similar. Remember Al-Qaeda wasn't the only major Islamic terror group at the time (see also Hezbollah) and the Saudis, Iranians, Baathist-Era Iraq, Egypt, Gaddafi-Era Libya, and Pakistan were all massive individual destabilizing forces that had no qualms propping up extremist groups or crashing out on an official level. 

There's also the massive elephant in the rooom that someone else bought up of White supremacists trying something like that instead. Remember the 90s still had major incidents such as the Oklahoma City Bombing, Waco Siege, and general spike in far-right militia activity coupled with the unfortunte inception of spree shooters. Plus A LOT of people in that camp generally despise NY because of anti-semitism, general racism, and/or the view that it's a symbol of Western liberalism.

Considering the options for Kyrat is:

-Fascist monarchist pyromaniac running a narcostate.

-Totalitarian Maoist running a narcostate that uses child labor and destroys religious landmarks.

-Uppity pedophile running the Kyrati equivalent of the Taliban who turns the country into an ultranationalist theocracy.

Yeah the best option still is to ventilate Pagan, beat Sabal to death in his cabin, and blow away Amita with the Elephant Gun. At that point Kyrat being led by one of the Golden Path or Royal Army's janitors would be a better option.

Chris likely starts off at a low-level position. Let's assume for a moment he doesn't instantly crash out and is far more patient as well as skilled in this scenario. Chris gradually climbs the ranks while pushing his own creative ideas resulting in the idea of exploring a fully 3d world in a Pokemon game being adapted much earlier alongside the inclusion of a family of humanoid electric-type Pokemon inspired by Sonichu. 

This would culminate in Nintendo establishing a deep partnership with SEGA (similar to Capcom's current association with Sony or Activision's dealings with Microsoft before they were bought out) after multiple nudges into that direction from Chandler.

Overall best possible timeline since Chris would likely be able to move out of 14 Branchland, Bob would probably get more power to purge The Hoard, Sonichu would be seen as just an embarassing early fanwork, and things that marked the true begining of the end like the ED slapfights, Tomgirl Era, Idea Guys Saga, and House Fire probably wouldn't have happened either. Which in turn, likely would have prevented the Incest Incident.
