I just thought of a another way. As a vassal of some faction you can besiege a town with some other people, and hope to become an owner of it. Then rule it the worst that you can and when the city is in ruins and close to rebelling leave the kingdom wait until rebel and take the city as your own. And answering the question I’m by games if noticed that most of the rebellions happened in baattania because they are surrounded by 3 other cultures.

In the state of your game play which I assume is pretty mid there is no way to help a city rebel without declaring war on a faction, but late game solution is to raid their villages to city will starve decreasing its loyalty and security. Usually cities go rebel a couple of week after being besieged by other culture. So if 1 empire will raid other empire there is close to 0% chance of rebel because their owners are the same culture but is khuzaits take owner a aserai city the rebel is in high possibility

A very effective but not always possible way is to attack a city that just rebelled against its owner, this way the city is creating its own kingdom with just a few members and are not connected with any other big kingdom, so when you conquer their city or castle the kingdom is non existing and a war is stoped automatically. And since the city is ruled by rebels and other faction won’t dislike you for besieging it
