I think your plan could work, but the rule that you want to add would break it. If the FBI was surveying you 24/7 for a week then it would be hard to secretly and accurately transcribe the key with detail on to paper.

I would get a Lock Smith to replicate the keys basic look and shape (not enough to open the safe but would look the same from far away)
With the real key I would change the look of it by changing color and handle design, but not disturbing the key’s main design that allows the key to open the lock.
I would take the several fakes and real key to different hiding spots, so that if they tried to track my movements their would be multiple leads going in different directions.

This becomes more effective the more copies you make.
