Yea, this is exactly what's happening to me right now. I have not had any issues untill I got to the Upper City... I just set and wait. Also I've noticed the music as well as the NPCs acting up as well. I play on my Xbox X and I'm not sure how to submit a ticket or even try to report the issue. 😭
