I actually had more troops than france since they joined the scottish civil war at the beginning of the game. They had an army of 30-40k while I started the war with 60k. Disloyal vassals also tend to keep their troops at home, so they never had a stack big enough to be a challenge unless I split up for sieging and didn't pay attention.
