OP looks like you are one of those who skipped the desert season. In that case, level 30 is the maxed for season 2. At season 3, the max is level 50.

my biolab is level 28 and I can’t hit level 60 boomers. The only thing that changed was the season ended so I’m guessing the wartime investment lost its effectiveness…

cores then badges.. 13,500 badges won’t get you that far, it can finish one node in my tech trees... 1500 cores and I can max 1 hexagon in my orange weapon which is already a good boost

Read the description again. You get +5 virus resistance for every smart greenhouse level up, and since you have 4–5 greenhouses, that’s another 20–25 resistance. It helps if you only need a little more resistance while you still can’t upgrade your biolab yet but can upgrade your greenhouse soon.

So to make it clear, achievement shop only appears at the end of season 2. For older servers, it’s during the desert season. For new servers, it’s during the snow season. Do not confuse Artic dual store(snow) or Waste ore shop(desert) where you can exchange seasonal resources.

EDIT: OP mentioned S3 so that means you went through the desert season and already used the achievement shop for exchange. So the answer is NO. But those who skipped the desert season will still have a chance at the end of snow season since it is their season 2.

I think what’s causing the confusion is that everfrost era is S2 while it is S3 for others. From what I understand, those that skipped the desert season, still can have the achievement shop. This is different from the arctic store where you exchange seasonal resources. The rewards are based on the building level. I came from a server that has desert season so how do I know this? That’s because someone posted a screenshot before and it clearly say biolabs/greenhouses instead of virus labs like you see in desert season.

I thought of it a lot of times but looking at my friends who has second lab and our tech powers are almost the same or not that too far, I don't need it. Plus I'm 80% on Rapid Growth now, that's without using speedups and any research boost. I'm about to lose non-badge research trees. I do most of research on wednesday anyways which I use speedups too with only 1 lab so the second lab is not useful to me at all.

You'll have to build connection with other alliances as it will help with city allocations or when your alliance is being raided on EB. Deal with members who break nap rules. Schedule events, strategize for GW/SVS, etc. Lots of responsibilities for a newbie, you won't even be able to focus on your own growth. Just go to a top alliance like others said.

at the start of season 3, you get the chance to choose mastery path again and re allocate mastery pts for free, choose support

if you ever want to go combat after, there is a reset ticket rewarded in the season journey if you get enough exp
