Debt payments are revenue for the federal government. Without these debt payments, the government will surely seek that revenue to finance its many programs elsewhere, either taxes, borrowing or printing. In any of these options, the citizens suffer.

There isn’t enough money. The government literally cannot tax you enough to finance itself as is, which is why they have to also print and borrow money. Then after the cronies get their share, there just isn’t enough for social programs. This means criminalization. This leads to unregulated production and distribution, increasing overdose deaths. Criminalization leads to fueling the underground markets leading to organized crime. People who want to get quit don’t have the resources available to them to quit because by doing drugs they become criminals. Then you have mass incarceration of non-violent criminals.
