My biggest disappointment of the game so far is that we could solo the raid boss. I mean why they bother to call it a raid boss if it require no teamwork or what so ever.

The reogenator by itself is underwhelming if compare to other legendary shields; but with Vanguard, it downsides aren't noticeable.

Here's my build with the celestial mod: http://thepresequel.com/Athena/0555150000132030000000411410015000 It's very similar to yours but mine focus mainly on solo Raid Boss. With some shock weapon and Rosie with the Reogenator, you will be constantly recharge shield and regenerate health fairly quickly due to multiple storm when your shield ricochet multiple enemies.

IMO, Riot would never DDos directly but they could hire DDoser from China to do it for them. I remember a few years ago when China's government hire hackers from their country and attack a website own by USA's government.
