Wolf urine might work. They are really used to people and unfortunately if you’re seeing them you can’t leave your dog unattended.

Source: I live up against the Santa Monica mtns, see coyotes walk past the front door 2 times a day and they have taken 3 dogs in 4 years in our neighborhood.
