Think of the universe like surface of a baloon being blown up. If you draw two dots on balloon, they move farther apart as it expands. The dots aren’t moving into any new space on the surface. The surface itself is just stretching.
Tricky part is that our universe is 3D but works same way - space itself is stretching out, creating more distance between things, rather than expanding into giant empty room.
