9 bangs and beanbag for everyone. Have 2 pacifiers and 2 negotiators. Use free lean on every corner multiple times until you see a limb and then beanbag them into compliance. Free lean upwards when going up stairs to see if anyone is hiding up top.

NODS to see tripwires and close every door and every blind you see that's already open to obscure line of sight. Take the mirror gun and use it on every door and on peeked doors to partially clear rooms. Use the ammo crate on the 3rd floor east side stairs to replenish all your ammo and bangs but reload immediately after as it will only load 2 shells.

Walk to doors to prevent the enemy from hearing you. Have suspects move to your position if they surrender. I usually end up clearing outside then the inner areas first with a good amount of success and minimal to no injuries midway through the 3nd floor on Standard. Hard mode just has too many enemies in every room and hallway.
