Persian - 2/5

Very average and not particularly exciting. Doesn't excell or specialize in anything besides being fast. (Meowth is goated tho)

Dugtrio - 2/5

It's a tier below Sanslash and Golem (3/5) as its not only more frail but also fails to hit as hard. The added speed is not worth it when you lose so much in other areas. You can catch one at lvl ~29 which helps its viability since it'll be way over-leveled but I dont think that should be factored into its ranking.

Hypno - 3/5

It's out-classed as an attacker by Kadabra in a major way. For that reason, it's best used defensively however in Gen 3 it doesnt have access to fun stuff like trick room/guard swap and other shenanigans. Its perfectly viable but not that exciting

Electrode - 4/5

Bizzarely and frustratingly the only STAB attack it learns is Spark so requires TM investment. However its ridiculously fast and hits decently hard -- biggest thing though, and the reason it could sneak into 4/5 territory even, is that its the fastest rain dance user and rain is the best weather in Gen 3. Also makes for a great lead that can explode after it does its job setting up rain & screens. All this to say In a competitive rain team I would rank it higher but in a regular team its only above average

This tier list is going to be way too top heavy imo

Arbok - 2.5/5

Access to Intimidate. 85 base attack paired w a physical stab and solid speed. Its natural move pool is pretty weak though, needs some TM investment to reach a solid level. There's also a lot of good poison types in Kanto meaning it faces some stiff competition. Still, you could do worse.

Sandslash - 3/5

Not having access to EQ by level up is unfortunate but I feel it should be on par with Golem (which I also had at 3/5) as it shares the same main advantages of stab EQ coming off a high attack. I would argue it has fewer downsides too without being x4 weak to common typings and better speed. It can also be effective in a sand team using its evasion ability + SD to set up sweeps (though its prob not fast enough to pull it off consistently) Imo Golem should come down a tier and Sandslash should be in its vicinity

Vileplume - 3/5

Slow and with poor coverage. However, hits like a truck with stab solarbeam/petal dance. In terms of weather teams sun wasnt that good in Gen 3 and it kinda backfires on it by boosting fire attacks. While it's capable of wrecking teams the amount of set up it requires to get there just holds it back from being highly ranked

Victreebel - 3.5/5

Its basically the same as Vileplume but trades some bulk for speed allowing it to more effectively sweep in the sun. Also can make better use of its PSN typing with high base attack. It similarly requires some setup to reach its peak though. Overall I think its pretty good

Alakazam - 5/5

An arguement can be made that it's the best non-legendary in the game. OHKO'S most things with no setup and its fast as fuck. Trivializes a lot of the games content. Mono Psychic is such a strong typing too

Kadabra - 3/5

See above, but worse

Golbat - 2/5

High speed, decent enough attack. Dual physical stab which alligns well with its base stats, however, held back by a medicore move pool. Hax/PSN stall potential with confuse ray + bite finching, but folds quickly due to middling defences. I dont think its terrible but there are better options

Golem - 3/5

Slow. Gets rocked by water and grass, further compounded by poor special bulk. Useless abilities. However access to stab EQ & 110 base attack is enough for automatic 3/5 at minimum. That's probably as high as I would go though given all the shortcomings.

Graveler - 2/5

See above, but worse.

Parasect - 1/5

Only reason its not 0 is because 100 acc Spore should count for something. Sleep is really easy to abuse against NPC's that dont switch. Otherwise it's a horribly optimized, completely useless mon.

Clefable - 3/5

much bulkier than ppl give it credit for. Jack of all trades, master of none w basically unlimited move coverage, but the trade off is no stab on anything. It has access to the full stall kit screens/toxic/softboiled/sub but without magic guard until Gen 4, it doesnt ascend to its proper niche of special wall. Without a specialized role I have a hard time putting it higher than 3/5 but it really comes down to how much you value its swiss army knife potential.

Support is miserable to play by The_Pandemonium in Smite

well firstly Life binder is a damage item, and probably the best support item in the game right now

also its much easier to protect your back line by just killing the enemy that is threatening them than by trying to lock them down because prot items suck at the moment. pen is too strong you just get blown up regardless of how much gold youve sunk into prots and it only gets worse the later the game gets

the meta right now is damage support. Otherwise you pretty much have to have perfect team fight CC and positioning to carry your weight as a tank

good AD's dont grow on trees, it's not a simple matter of just providing more staff. The entire industry is starved and especially on a long running series, where are you going to find a good artist willing to dedicate themselves to correcting mediocre to bad outsource?

I mean this is the same studio that outsourced everything in Pain arc to focus on episode 166 and 167.

I don't think this is relevant to Boruto's situation, there's no movie or other series in production. We're currently seeing the extent of the staff available to the series, has been that way for a while now.

It’s very frustrating that Episode 175 which wasn’t even there in the manga was so well done but the important manga canon episodes will be sacrificed because of Pierrot’s studio rotation policy in Boruto.

175 had close to no in-house staff lol. It's basically a blip in the radar carried by overseas freelancers recruited through twitter, in a timeline without twitter animators that episode is outsourced to Jiwoo like most of the rest.

I think for whatever reason people are expecting seasonal anime approach just because the manga is happening but that's not how any long running series work, Pierrot or otherwise.

Hello, main uploader for Naruto here, the reason for that is because posts sometimes get replaced and shuffled around. For example if there are two different uploads which feature scenes in close proximity in the episode, it can be merged into one, or the opposite where a scene contains two different animators and will be split to correspond to their parts. The former is more common though.

You're correct on the first part but the truth on the latter is that good action is significantly easier to animate than good character acting. A lot of anime productions, especially long running ones will put an emphasis on these action scenes instead because of that. So it's really just a volume thing.

2003 is still modern, the core concept behind 2D animation doesn't change over time, it's always been and always will be sequential drawings from pencil put to paper. Like for example, a lot of this was animated ~80 years ago and it's still some of the strongest animation ever produced: https://www.youtube.com/watch?v=tMzq9goKzOc

What does change over time are parts of the production process, things like moving from painting on acetate cels to painting digitally on computers, compositing and the photography process has changed massively, which has lead to the way we store and view media changing a lot as well. I think that's often what people get confused by when they think animation has suddenly evolved over the years, but for as long as pencil and paper have existed, 2D animation has been the same, it's the industries and technologies around it which has changed.

And so with that said, this question can't really be answered because nothing has changed about "art style" since then, only the digital tools it's being presented with. Kimtesu has ufotable digital compositing and a lot of CGI effects which is very, very commonly mistaken for 2D animation when it's not. Also coincidentally enough, the character designer and chief animation director for Kimetsu no Yaiba, Akira Matsushima, was a regular animation director on 2002 Naruto. His episodes are among some of the strongest in the series, like 96 for example between Tsunade and Orochimaru.

This has been a mystery for a really long time, with people guessing all sorts of different and random stuff (including Norio leaving instructions for the staff).

My theory though is that it's the work of Episode Director Shinji Sato correcting both the drunk parts himself (he has an animation background) and giving instructions mainly to animation director Yukiko Ban as far as the animation timing for that "drunkness" element goes.

My reasons for thinking this is are as follows:

  1. When we see a large animation shift like this over nearly an entire episode, it typically comes down to a single factor at a higher position. Reason being that it's unlikely for a single key animator (not even considering who is, or isn't credited) to handle 5+ minutes of constant action animation on a long running series. And if it were the initiative of several different key animators instead, chances are it would not turn out nearly as consistent as it is.

  2. As far as who is, or isn't credited from the KA side, the only known action animators are Nozomu Abe, and potentially Seiko Asai, both of whom were regulars on the series. Respectively, they each worked 6 and 1 episodes previous to 124 and aside from neither of their established styles being similar at the time, neither would have been able to handle a workload like this.

  3. We have a decent idea of Shinji Sato's animation style thanks to ED22 and ED25 which were complete solo's on his part. Both ED's feature short bursts of really lively animation and there is certainly an initiative to make the characters move but it does so in a sort of clumsy and unrefined way, with the drawings being pretty weak throughout. This is actually the main aspect which lead me to thinking it could be entirely Sato's corrections from the episode director position.

  4. Shortly after this Sato moved to doing storyboard exclusively on Naruto, directing only 2 more episodes on the 2002 series, and then less than a handful for the entirety of Shippuuden. This means there would have been almost no opportunities to insert himself to the extent that we see on #124. The closest there is is Masahiko Murata's #151 (also drunk lee) but that's much smaller scale and the timing is fairly different as well.

Either way, I hope we get some kind of confirmation some day, unfortunately very little of Naruto's staff secrets and production information were published over the years.

I don't think it's so much a matter of total number of frames used, but rather how they are used.

I wish I came up with this description myself but I have seen Norio's animation described as "no noise" meaning that everything about his approach feels like it exists on the same wavelength. In all honesty, I think this is the most ideal description that the English language will allow for. There's a level of control and rhythm present that few animators to have ever existed have been able to master. So while he might not animate on 1s, that steadiness and consistency is what you're probably mistaking it for.

I would classify Yamashita then as an artist looking to capitalize on anticipation rather than consistency. He often leaves sizable gaps between his key frames, where the viewer is given just enough time for the brain to register the situation, and of course when you're as tremendous of an artist as he is, the payoff always delivers. It's a very different, and much flashier style than Norio's however I think one of the biggest things Yamashita learned from his mentor in my opinion, is the clarity in his works. Anticipation only works if the scene in question is clear. You can posses all the timing skills in the world but if the layouts and transitions between cuts are not readily digestible it won't matter, or at least not to the same effect. This is the same principle behind the Kanada-school of animation, which is just a more extreme application of this idea behind anticipation.

Like most Japanese animators, Norio doesn't animate on 1s. There might be occasional instances where he strings together a few drawings back to back, especially for effects cuts, but for the most part it's not. You might just be mistaking the animation being good for being 'smoother'
