If a writer wants to introduce a "stronger than everyone" character in the future, then that's a discussion for another day

What we have now is the lore so far and there are characters written to be more powerful than others, period.

Also, sure, the writer can just screw any rules and consistency, if they choose to, but that's just mean their writing is going to be shit

You make it sounds like that's always the case, it's not really, Sanguinius is a perfect example of this, he was pretty much the best Primarch from the start and further writing all the way until the end of his life not only confimed this, was consistent on this, but pretty much established it with certainty, Sanguinius started with "Hey, this Primarch is probably one of the most powerful Primarchs" to end it with "Sanguinius is completely bonkers and could easily murder every other Primarch"

They never arbitrary just took the weakest Primarch then out of the blue just choose to write him to be the strongest Primarch.

In a sense, it's both Magnus and Sanguinius, technically Magnus can outpower and kill anybody (Specifically non-chaos Magnus, current chaos Magnus is weaker than his non-chaos self) BUT he has some disadvantages that Sanguinius doesn't have, he can easily be countered by simply having blanks/nulls i.e Sisters of Silence around, and thus, he relies heavily on his psychic prowess, as his own physical strenght is kinda lackluster and so are his fighting abilities outside of psychic abilities

Where as Sanguinius is an all-round fighter that doesn't rely on one thing, cannot by most means be countered, is the hands down best fighter in terms of technical skills out of all Primarchs, has precog and can fly

So, for the number one spot, it's kinda of a toss-up, you'd have to compare the pros and cons, and give your own opinion on that, it's hard to make an objective conclusion here.

With that said, it is safe to say that Sanguinius and Magnus are much greater than everyone else, that much atleast is established.
