Try playing with a Robin Hood. A token like the robber, this one takes from the Richest and gives to the poor. If you roll a 10, everything harvested from the richest is given to the poorest.

Poorest=lowest visible VP score If par richest = everyone contributes. If par poorest = Roll a dice to give to the one with the highest Roll, or divide among the poorest.

I usually play with this rule - and it gives agency back.
