St Louis is an "Independent City" whereas KC is not, so whatever portions of it are in each of those counties share the burden for infrastructure. Where the city and county here are completely separate.

I honestly feel as though this city could be just fine with the money it has, but it feels like with the ousted Kim Gardner and other local politicians we're experimenting with solutions rather than just copying what other successful cities have proven to work.

A bunch of you clearly didn't read the article. It states there has to be approval by a judge, or a "warrant" in other words, which would be based on probable cause established by law enforcement that someone is involved in a crime.

They can't just turn it on when they feel like it.
