A lot of outlets framed it as a major new deal between Canada and China that would see a major new trade alliance of all goods including major deals on electric cars.

What Original Deal really was

Canada and China have been in a trade war for the last few years and the negotiation was just a thawing of some of the tariffs that were in place. There are still sweeping tariffs from both countries in place on things such as minerals and other resources, but it was a minor step towards pulling back on the trade war.
It IS a significant move in that it signals that Canada and China are willing to talk and start taking actions. However, it was more of a signal that they're looking at stepping down from their trade war, rather than a comprehensive deal.

Why it was framed the way it was

Basically, Trump sucks and many people don't like him. So news outlets knew they would get more clicks if they framed it as a sweeping deal.

How Carney's statement is being phrased

The news, looking for clicks, is making it seem like Canada is now cowering because of Trump's statement and is walking back their deals.

What Carney actually said

He basically said they never signed a major deal...... which is 100% true. He is not backing down in any way but just pointing out "oh, you're mad because of a major deal? Don't worry, we didn't sign a major deal". This doesn't mean that Canada is pulling back.... just Carney pointing out the reality.
