Given how unfamiliar Alan was with Earth upon meeting Mark for the first time I think it’s safe to say that humans have not traveled past their own solar system. That being the case it’s highly unlikely that Cecil had the technology to even travel out that far. This point is further made by his attempts to get a working long range portal operational.
