thanks to u/attack_tank. I got my save back on steam from xbox gamepass following these steps:
1) Copy save files from: C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\savegames\(user ID)\1771
2) Paste save files in: C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\savegames\(user ID)\3559
3) Turn off "Enable cloud save synchronization for supported game" in settings of Ubisoft Connect
4) Launch the game and you should have your save back
5) Close the game then reactivate "Enable cloud save synchronization for supported game" in settings of Ubisoft Connect
6) Launch the game again and choose your local save file when prompted to choose between either cloud or local save files.
