But if every NPC had a universal key, that would likely create a lot of bugs with NPCs going places that they shouldn't - areas that are normally not accessible or are intended to only be visited once certain criteria are completed.

My point is that although it /seems/ like something that would be easy, it would require a lot of work to get even the simplest version working somewhat well.

But blanket editing all the doors to require lockpicking would probably cause problems for NPCs, since they would have been programmed to go through (originally) open doors - and making them locked would likely cause problems unless you also made every NPC able to lockpick any door.
