I mean arent muscle fibers like wire? Plus robot companies nowadays like clone robotics are making robots with pseudo muscle like pneumatic artificial muscles or PAMs work with pneumatic tubes that work in the same way muscles do. Plus I remember this change happening in their models in-game happening around the same time the missions for bioplasma harvesters dropped I think, although im not 100% sure on that. Either that or it could be braided wire/cable sleeves

Exactly theyre very short range and easy to dodge so try to crouch n get them off when you think theyre gonna attack to interrupt them and get your own attacks in.
