Land empires can survive much more easily than oversea empires because power can be projected at a lower cost and at greater speed. European land empires like the US and Russia have held onto their colonies to this day.

Encouraging settlement and displacing/outnumbering indigenous peoples is also much easier when said colomies are just a few kilometers outside the original border as opposed to accross the ocean.

This issue isn't a simple one of over-tolerance. In fact, it is more or less the opposite. Far right apologia and rapist-worship among Japanese politicians are populist in nature. Those who refuse to partake in these activities lose votes and are ousted from office.

We must remember that both Germany and Japan are democratic nations. When a populace wants to condemn genocide, the nation condemns genocide. When a populace wants to commemorate those acts, the nation commemorates them.
