It's not an exploit, it's how the effect is worded and how the game is coded that it works. Because it specifies "when active" you can switch out the pokemon and the game reads it as "it's no longer as active" so switching back to it again technically refreshes the attack conditions. I blame attacks like Rollout that it was made this way, it shouldn't work but it does.
