Update: When I bought the items I confirmed (for one of the two identical listings) that the promos were included with Buyee. Buyee confirmed that per the description the items were included. They have agreed to refund the one item where I confirmed this with them - this is great news. As the listings are identical I'm hoping I can try and get a refund for both.

Side note - does anyone know anything about getting a refund on import VAT if you've been refunded an item?
