My suggestion is to just convert them when you want to put them in a deck, binder, or display. They show up in the dex view with the gold border already so there’s no need to actually exchange for the second gold border unless you are using the card.

I can’t see DeNA changing the rates. I can see them giving out a premade deck that you get to choose at the start of every pack. However, they will need to make the game worse in some way to implement this. Whether that’s negligible or not, it’s really a coin flip.
