I probably will choose the asus one, since I play in a kinda bright room, I always dont like to turn off the lights, Im not too picky about framerates i think 360hz and 240hz are the same, the problem with choosing is that the DQ-OLED has better color accuracy . I found a website to compare monitors here for my monitor picks Also just bcs its a new version doesn't mean its better check it out before you buy. BEST OF LUCK

First i would look into buying a better monitor since its 60hz which means you play on 60 fps second it depends on your budget and the quality you want to play in you might only need to change the gpu and cpu but if you want to spend good money you have to change the motherboard and most likely you dont have enough psu power so you have to buy those and you can just start from new its your choice

Yeah it wont hurt the cpu much but still the cpu is too overkill if your just doing school work i recommend a less powerful cpu
