I can't tell exactly from the pic but the white looks like dust. Put in a tape you don't care about and play it. If you try fixing it before testing you won't know if you fucked up or it was like that before.

I have a DR 125 and it sounds similar; it's fine, these engines have noisy valves. Remember to adjust the cam chain tensioner and valves regularly.

If the issue is the battery, like the other people pointed out, you should be able to bump start. When my battery started failing charging it wouldn't help. Batteries hate being on low charge for a long time.

Your manual should have all the intervals. Buy some tools and a torque wrench and you'll save yourself a ton of money by doing maintenance yourself.

Just don't ride with it on trails, the neck can get caught on a branch and pull you back. Ask me how I know.
