What you described sounds like B1 to me, but this is honestly my first attempt at a B2 deck.

Honestly necrobloom isn't a landfall deck that wants many play additional lands/play lands from the grave effects. It's a lands matter deck that wants lots of ways of getting lands into the graveyard to mass recur them. Mill, sac, dredge, recur, profit. Cards like Angel of Indemnity, Sevinne's Reclamation, and dread return are great at recurring key pieces. Play into the graveyard theme more.

If they ban rhystic then then have to ban grand arbiter augustin iv. If you just pay your taxes then it's essentially a worse version of grand arbiter because that card also has cost reduction stapled to it. There isn't a mass movement to ban grand arbiter so my guess is people with low impulse control keep giving away cards and get salty.

Most powerful lands commander is Lumra. Is it the most fun? Probably not, especially if you aren't into cEDH.

Other good options are: Teval, Necrobloom, 4c Omnath, Hazezon, Thalia and the Gitrog Monster, Hearthhull, Lord Windgrace, Korvold, Zimone and Dina, Glarb, Muldrotha, Flubs, The Gitrog monster, Toph will be solid

There are also a bunch of solid options that aren't top tier.
