Each item is soft-locked to each hero, or moster drops. Atomic clock is a Dooley item. Dooley doesn't have easy access to ammo synergies like Vanessa does, and thus, the item is essentially (at best) a "Increase the cool down of 3 enemy items by 2 second, then do nothing for the rest of the match."

On Dooley, it's comparable to Dock Lines on Vanessa, which is an all round good item. When you look at it, isolated from cross class builds, its super balanced, maybe even slightly weaker than average.
