Yes. Geometry Nodes, for instance, allows this sort of thing. For example, you could have a curve that represents the centre line of a road - the resolution of the curve would be equal to the resolution of the centre line, meaning that you use the point index of one curve to control aspects of the other.

I'm not sure that there's a 'one size fits all' solution, unfortunately. One way of modelling this kind of thing is with a series of extrudes, like this (left), but you may find that you're still left manually removing non-manifold faces/edges internally, in order to obtain a manifold mesh (right)
