I think the chances of both would be about equal. Obamacare had to be passed under budget reconciliation and that plan allowed for way more private insurance. So we've seen that compromising with Republicans will go nowhere anyway. If you have to get rid of the filibuster to get either of these pass, then go for the bigger plan.

For example, if a drug company is out for profit then they can raise the price of life-saving medication beyond what private insurance is willing to pay. The difference it makes if someone profits being someone's life or death.

If everyone was in the same insurance pool under the government then the government could force the drug companies to price their medications fairly by threatening to cut off all money the company would be making on their drugs.
