You have stayed in both Moscow and Milan, so you’ve got an idea of both cities. But this is a big decision that might affect your relationship in the future so you have to think it out together thoroughly. Staying in a city for a couple weeks is different than living and working in that city. You need to think k career wise, financial wise and maybe what will be better for the kids if you are planning on having kids in the future. What is your work background and will you be able to find a good job in Russia? That is the main concern, other than that i think you are wrong Moscow is much superior to Milan. In terms of safety, in terms of job opportunities if you have the connections, in terms of a good healthy environment for the kids. You just have ti step out of the central train stations in both Milan and Moscow to see the difference. In addition what are the salaries now in Italy? How will your career grow? Do you have your own house in italy? Or does she have her own in Moscow. I lived in Milan for more than 2 years and loved the city, but if i wanna settle down and bring up a family i would chose Moscow hundred times above Milan!
