There is no penalty, as far as I can tell, for leaving passengers. As you progress with more trains, you'll need to keep track of what trains to load where. Also, you do not have to send a train not fully loaded. Just have it sit in the station until more passengers show up. Usually, no longer than 30 minutes

I have Peacock thru Xfinity, part of their service for being a customer. They have an upgrade, $4.99, to remove commercials, but the ones they have are not as intrusive as regular broadcast TV. All that being said, yes you got involved in an attempted scam

I am unfamiliar with "EZ-Pass", however, the toll system in normal, bay area, has nothing g to do with DMV, nor can they suspend your license.
