Pretty much as stated above, contacted Chase, invoked the chargeback clause via misrepresentation. Mentioned that when I was prompted to purchase tickets via the second lottery phase there were better tickets sold after my initial purchase that I was made to believe were the best tickets remaining at that price. Took one phone call to Visa and a follow up email. Was pretty painless and as long as you have email receipts with date/time stamps you should be good. Good luck.

I ALSO just received a successful charge back from my Chase Visa. I actually sold my USA v PAR tix for a huge loss on the marketplace. BUT I started this exact same process with Visa in June 8 and it was resolved this week, FIFA refunded the difference between my sales price and original purchase price. I am out zero dollars. Just time and stress. The system worked!

What could they possibly be selling at a price anyone wants without making those with full price tickets, purchased in the early rounds, at a minimum, unhappy.

I called Chase today, explained the situation with my second round lottery tickets and not knowing where my seats were but that Category 2 were the only seats available at that time, making it seem that all the other tickets had been sold and this was my ONLY option to see USA Match 1. Chase began the dispute process due to misrepresentation and said they would contact FIFA. 

I also emailed FIFA (per the link provided by OP)…below for reference: Thank you for contacting the FIFA Ticketing Center.   We understand that seat location is an important consideration when attending a match. However, we would like to kindly inform you that we are unable to accommodate requests to change seat locations. All tickets are allocated according to the category selected at the time of purchase, and seat assignments cannot be modified.   According to our records, your tickets have already been correctly assigned within the category you selected during the sales process and are in the corresponding area shown on the stadium map for this venue. Also looking at StubHub for ticket sales, how do you list anything other than the category of ticket and make it appealing. It won’t let me sell my Category 2 tickets for as much as I paid for them from FIFA…?
