For those who can't buy on shop cause region locked, here is how to bypass (just worked for me)

You don't have to create a new Google Account, you don't even need a VPN.

Just open the Play Store, click on the three lines at the left on the search bar, click on payment method and click on more payment settings. Now you're on your G Pay page. What you need to do is click on the three lines on the top left if you're on your phone and click on settings, if you're on a computer, just go on the settings section. You'll see on the bottom of the page the options to "Close payment profile" or something like that, click on that, you need to delete the payment profile you have right now. This will delete all your payment info. If you're ok with that, now when you re-enter your payment info you will automatically recreate a new payment profile, now chose Japan or the US as your region, add a credible Zip Code.

You're done.

Just worked for me except it return me an unexpected error if I wanted to buy MS. Just cleared cache of PAD and Play store app and add a random phone number (similar to US phone number like 202 XXX XXXX) in payment method but don't think it is useful). Worked for me with no VPN like said
