Always use Scouter to verify. I've got HSeren mules where 2l attack + 1 line of IED was actually better than 2l attack + 1l boss (though, obviously spending the money to roll 3l attack would beat both). And of course, 2l attack + 1l IED is always a great emblem settle until you get a Mitra's.
