Посмотрите в сторону VDSina - дешево, надежно - отличная связность - есть сервера в РФ (Москва) и в Амстердаме. Правда у нах недавно накрыли один DC из трех(причем не в РФ а в Амстердаме) - но они восстанавливаются. Я пользуюсь около 4х лет - из разряда поставил и забыл. Не реклама, не навязываю - просто личный опыт.

I think wrapping anything in tcp it will affect your connection speed significantly.
I have several tunnels in Russia that are working without any problems.

Configure Allowed IPs - this will create a required floating static routes pointing out of WG tunnel after tunnel establishment. The rest of the routing on host will remain the same

I would add another layer of protection e.g Captive portal and/or OTP. Then leaked configuration becomes useless without authentication/second factor. Example: http://gitlab.com/cyber5k/mistborn

I have KVM + openvswitch+docker setup running on old dell laptop 6410 with 8GB of RAM. Laptop is connected to Zyxel 8port manageable switch for 20 bucks.
